If I give permission to the registered user, to create contests, but it still doesn't allow the option to the registered user. Is there an issue, or the option just meant for super users?

It should be working. Perhaps there is a kind of misconfiguration.
Could you provide screenshot of you settings, please?
NorrCompetition options > Permissions > Registered Group
And make a menu item as "Create contest".
